Brandonbligh on "An Unexpected HTTP Error occurred during the API request."

Whenever i try to browse plugins i receive this error, i have also ran core control and it came up with this error
An Error has occured: Could not open handle for fopen()
whenever i try and use php stream.

Any tips or advice?
